I know that cloaking devices on ships do not allow you to target ships for 30-15 seconds (depends on skills) after decloaking.
Does the stealth bomber also have this restriction?
I would hope not, having such a vulnerable ship sitting for up to half a minute waiting to target something while everything in sight comes bearing down on it, would make it pretty useless.

yay, 30 million isk tin cans that can fire cruise missles 10-20 seconds after decloaking.
I guess if you get a BPO, you could make a fleet of them and they would be moderately cost effective in battle :/

I was out smoking a cig, and had a thought..
FOF cruise missles..
I guess a manticore (caldari stealth bomber) could be fitted with 3 cruiser launchers and loaded with kintetic FOF cruise missles.
Decloak, spam FOF cruises missles for 30 seconds or a little longer and cloak again. Being that stealth bombers have a very low max speed penalty, they could effectivly assault a couple of ships using guerilla tactics.
Getting a group of 3-5 of those ships could cause some decent damage to a small fleet. Granted this tactic would be pretty much useless against larger fleets, but if used in tandem with standard fleet on fleet action.. it could make a decent sized dent into the enemy.
Now im not that familiar with FOF missles, do they randomly slect targets or do they go to the closest ship in range of the deploying vessel?

What in the hell is the point of stealth bombers if the stealth aspect of them is more of a hinderence than a benefit.
And on that note, why the hell are people buying them...

That sounds like an idea, as long as you are only doing non-aggressive acts you should be able to remain cloaked.
But say if you were using a active sensor like a cargo scanner, your ships detectable range should be increased while it is going on. And / or be noticable as inside the grid range of the ship your scanning (i.e. see it on overview, but not on screen)
